The purpose of this section is to keep the community informed about the district's Elementary Feasibility Study. During the 2015-2016 school year, Administration conducted an informal study of the enrollment trends and facility needs of Enders-Fisherville Elementary School and Halifax Elementary School. After careful consideration of the information presented below, the Board of School Directors determined a more formal study was needed to determine the options available to address the facility needs of HASD's elementary program.
A request for proposal for an elementary feasibility study was developed and advertised during the summer of 2016. The Board interviewed three of the six firms that submitted proposals, eventually choosing KCBA of Hatfield, Pennsylvania in September 2016 to conduct the study. KCBA reviewed building blueprints, conducted real estate appraisals of both buildings, examined the physical condition of the schools, and interviewed all district stakeholders about the programmatic needs of the elementary schools and facility concerns.
KCBA presented an update to the community at a public school board meeting in December 2016. At that time, they were asked by the Board of School Directors to research the feasibility of building a new elementary school at the Enders-Fisherville campus, explore the possibility of moving 5th grade to the Middle/High School building, and update the demographic portion of the study to reflect population trends in the municipalities served by the Halifax Area School District.
A summary of the completed study and answers to the board's questions were presented at the January 24, 2016 public school board meeting. At the conclusion of that meeting, the board directed administration to explore options for purchasing land within district boundaries to construct a new elementary school for grades Pre-K through 5. The results were presented at a public board meeting on September 26, 2017, with one tract of land (25 acres) across from the MS/HS being considered for purchase via a real estate agreement.
After much discussion, the board directed administration to extend the due diligence study for that property, thus a 45 day extension was secured to further address the board's questions and concerns. At their October 24, 2017 meeting, the Board of School Directors voted to extend the due diligence period by an additional 60 days so all stakeholder's questions and concerns could be addressed. A public meeting is scheduled for Wednesday, November 29, 2017 beginning at 7:00 p.m. in the MS/HS auditorium to review the feasibility study and continue discussions. Representatives from KCBA, K&W Engineering, the Water Authority, and the Sewer Authority will be also be in attendance.
